The number is the throughput speed of the memory in megabytes per second. The speed you need depends on what the installed CPU supports. Column Address Strobe (CAS) Latency, or CL for short, specifies how many clock cycles the Shuttle FS40 motherboard must wait before the memory module is ready to deliver the requested memory.
